A case study of natural resources management and sustainable
development in the gold sector of the Southern African
nation of Zimbabwe.
This document describes the development and structure
gold mining in Zimbabwe, which is dominated by large multi-nationals
but also includes numerous small-scale operators. A description
of the main environmental impacts of gold mining is followed
of a discussion of economic development and legislation.
Legislation discussed includes a new investment code to
make Zimbabwe more competitive with other countries, and
the formal legislation relating to environmental protection
. The enforcement of the legislation is constrained
by the lack of resources: manpower, financial, and technical
knowledge in the enforcing institutions. As a result
environmental stewardship has been left to conscience
of the mine operator.The paper suggests alternative methods
of environmental governance that may offer a lower administrative
burden such as economic instruments including environmental
bonds and financial incentives.
This document provides a useful review of the real
problems of the balancing environmental management
and economic development (including attracting foreign
investment), in a developing nation and provides some
recommendations for other methods of ensuring environmental
stewardship in a natural resource based industry.
