EMERGENCY PREPAREDNESS IN MINING - APELL

AWARENESS AND PREPAREDNESSS FOR EMERGENCIES AT LOCAL LEVEL (APELL) FOR MINING

In the light of recurring accidents at mining operations which have impacted communities and the environment, UNEP has a number of activities underway with partner organisations aimed at reducing the frequency and severity of accidents and also at improving preparedness and response in the event that they occur.

The UNEP "Awareness and Preparedness for Emergencies at Local Level - APELL" Programme has already been successfully implemented in other industrial sectors (eg. chemicals, transport, ports, etc.) worldwide. It provides a practical guide to assist in emergency planning, prevention and mitigation involving close cooperation between companies, communities and authorities. It focuses on communication and awareness as well as on integrated response plans.

As one contribution to assist mining companies and communities to strengthen their emergency preparedness, UNEP has published APELL for Mining pdf (427 KB) for the mining and minerals industries incorporating the well established practical steps set out in the generic APELL Handbook, but it is tailored to reflect the specific characteristics and needs of the mining industry and its communities.

UNEP is developing ways to pilot test APELL for Mining in the field and to improve it in the light of that experience.

UNEP believes that APELL for Mining will significantly contribute to the mining industry's own activities to focus on the issue of improving emergency preparedness and response with community involvement.
