APELL for Mining: Guidance for the mining industry in raising awareness and preparedness for emergencies at local level

Nairobi/Paris, June 2001 – UNEP DTIE has published "APELL for Mining: Guidance for the mining industry in raising awareness and preparedness for emergencies at local level", a handbook that will assist mining managers and other stakeholders in adopting a cooperative approach to disaster management at mine sites or associated operations.

Major mining accidents are not common but they do still occur, causing loss of life and profoundly affecting local communities and damaging the environment. Mining, like other industries, therefore faces the challenge of doing more to prevent accidents and to ensure that contingency planning, awareness and communication reduce the impacts of those that happen.

Many mining companies also now understand that a proactive approach to identifying and managing public risks is an integral part of their social licence to operate. Communities and governments expect companies to have emergency planning in place and expect to be informed of risks. The handbook will help companies meet those expectations, showing how communication can be strengthened between companies and other stakeholders, to allow communities to become better informed about the risks in their midst and to plan and prepare for mining emergencies.

The handbook covers several key issues:

  • the importance of preparedness for accidents within both companies and local communities

  • identification of risks and hazards associated with mining, including tailings disposal

  • need for adequate risk minimization measures to be in place

  • preparation of emergency response plans by companies, communities and emergency response providers

  • the importance of adequate information to local communities about mining operations and the associated risks

  • the importance of effective media communications in the event of accident

Against this background, APELL for Mining shows how the proven step-by-step procedure of UNEP DTIE's Awareness and Preparedness for Emergencies at the Local Level (APELL) programme can assist both companies and communities in preventing accidents and in raising awareness of risks.

APELL was first developed by UNEP in association with the chemicals industry to address public hazards from major installations. It has since been expanded to cover the accidents and risks associated with port areas and with transport of dangerous goods, and now to mining.

APELL for Mining indicates preliminary actions that mine managers or other stakeholders can undertake to get the APELL process off to a smooth start, including the vital steps of setting up a Co-ordinating Group and organizing an APELL Workshop. It then goes through the APELL process step by step, with special relevance to the concerns of mining sites and communities.

Risks from tailings dams have drawn particular attention recently, following media coverage of several serious accidents that have impacted communities and the environment. Open discussion of these and other hazards can help to raise awareness amongst mining managers, communities and government agencies. APELL for Mining identifies common hazards at mine sites and presents seven case studies illustrating companies' experiences and the lessons they have learned.

APELL for Mining is number 41 in the UNEP DTIE's Technical Reports Series. It is printed with the assistance of the International Council on Metals and the Environment (ICME).


The mission of the UNEP Division of Technology, Industry and Economics (UNEP DTIE) is to help decision-makers in government, local authorities, and industry develop and adopt policies and practices that: are cleaner and safer; make efficient use of natural resources; ensure adequate management of chemicals; incorporate environmental costs; reduce pollution and risks for humans and the environment.

UNEP DTIE, with its head office in Paris, is composed of one centre and four units:

  • The International Environmental Technology Centre (Osaka), which promotes the adoption and use of environmentally sound technologies with a focus on the environmental management of cities and freshwater basins, in developing countries and countries in transition.

  • Production and Consumption (Paris), which fosters the development of cleaner and safer production and consumption patterns that lead to increased efficiency in the use of natural resources and reductions in pollution.

  • Chemicals (Geneva), which promotes sustainable development by catalyzing global actions and building national capacities for the sound management of chemicals and the improvement of chemical safety world-wide, with a priority on Persistent Organic Pollutants (POPs) and Prior Informed Consent (PIC, jointly with FAO).

  • Energy and OzonAction (Paris), which supports the phase-out of ozone depleting substances in developing countries and countries with economies in transition, and promotes good management practices and use of energy, with a focus on atmospheric impacts. The UNEP/RISØ Collaborating Centre on Energy and Environment supports the work of the Unit.

  • Economics and Trade (Geneva), which promotes the use and application of assessment and incentive tools for environmental policy and helps improve the understanding of linkages between trade and environment and the role of financial institutions in promoting sustainable development.

UNEP DTIE activities focus on raising awareness, improving the transfer of information, building capacity, fostering technology cooperation, partnerships and transfer, improving understanding of environmental impacts of trade issues, promoting integration of environmental considerations into economic policies, and catalyzing global chemical safety.
